Polish Navy ships under repairs at Gdansk Shiprepair Yard "Remontowa" SA

With arrival of Polish Navy ship ORP Kaszub, Gdańsk Shiprepair Yard "Remontowa" SA has entered the naval ships repairs market for good. Following successful implementation of standards in compliance with AQAP-2110 certificate and obtaining relevant government concessions "Remontowa" welcomed first two naval vessels late summer 2012. These ships are Polish Navy ORP Mamry and ORP Kaszub.
Mamry is a reinforced plastic hull minesweeper (the first unit in a series of four 207 M design - "Mamry" class, built in 1991-1994), commissioned in 1992. It is a low-magnetic ships designed for mine counter-measure operations - built of GRP to achieve low magnetic signature. Its dimensions are as follows: length 38.5 meters, beam 7.2 m, depth 3.8 m, draught 1.7 m and 216 ton displacement. Main propulsion is ensured by 2 engines (1000 hp each) and two shafts / propellers allowing for maximum speed of 14 knots.



Anti-submarine warfare (ASW) corvette Kaszub was commissioned in June 1987. This submarine search-and-destroy corvette (NATO: Baltic Combatant 6 class, redesignated 'Kaszub' class) was built at the yard formerly known as Northern Shipyard, Gdańsk - for years a member of REMONTOWA Group and quite recently rebranded as REMONTOWA Shipbuilding. The "Kaszub" class ASW ship, displacing 1183 tons, features length of 82.3 meters; 10 m beam and 4.9 m draught. It's armament includes one 76 mm (3-inch) AK-176 rapid fire gun, two 23 mm ZU-23-2M artillery systems and two striela-2M missile launchers (2 missiles each) adding to two RBU-6000 rocked depth charge launchers and two double-533 torpedo tube launchers, depth charges, mines chaff launchers, etc. The complement is 67 persons (including 23 officers). Propulsion consists of four Cegielski-Sulzer AS 16V 25/30 diesel engines - 16 900 shaft horsepower total and two controllable reversible pitch propellers allowing for speed up to 26 knots.
Mamry arrived to Remontowa on August 22nd, followed by Kaszub on August 28th, 2012. The scope of works to be carried out onboard Mamry was focused on generating sets overhaul and repairs. Somewhat more complex job relates to Kaszub. The ship has arrived disabled (not under own propulsion) towed by navy tugs from Gdynia Naval Base - roughly a dozen miles away from Gdansk based to undergo main propulsion system repairs at "Remontowa", as well as various, wide ranging auxiliary machinery overhauls and repairs.
- We are ready and open for contracts from foreign, especially NATO navies as well - emphasizes Arkadiusz Kieda, head of Naval Ships Repairs Office at "Remontowa".
This readiness is based on valuable assets - know-how and experience accumulated over the years within REMONTOWA Holding, including REMONTOWA Shipbuilding, that has numerous naval newbuildings for Polish and foreign navies and para-military service in its reference list, besides naval vessels repairs and conversions. Among the latest ones in newbuilding area is the FPV Hirta, patrolling the Scottish sea areas for the Scottish Fisheries Protection Agency, commissioned in 2008.
The other decisive factor behind "Remontowa's" ability to accommodate and service naval ships is the AQAP certification. Quality Assurance System conforming to requirements of AQAP-2110 may be described as a kind of amendment of existing QA system - in line with ISO 9001 requirements - working for years at the company. Where NATO requirements arise or add up, AQAP provides additional requirements on top of those of ISO 9001.
The final stage of certification audit resulted in awarding Remontowa S.A. with a certificate of AQAP 2110 compliant Quality Assurance System in July 2011. Among strong points in Remontowa'a Quality Assurance System, such virtues have been quoted as strong commitment of the managers, surveying of the customer satisfaction, production supervision and supervision of service providing.
Now, "Remontowa" is able to compete for and sign naval contracts from Polish and foreign navies and to accomplish them efficiently to highly demanding customers satisfaction.



About AQAP AQAP - Allied Quality Assurance Publication. NATO's standardization documents specify the requirements regarding the supply quality system, set forth by at least half of the NATO countries (the STANAG agreement). These are documents, which specify the requirements for military supplies' contract. They do not specify the requirements for a good or process. The legal basis of AQAP requirements are NATO's standardization documents -STANAG 4107.
Possession of an AQAP certificate (Allied Quality Assurance Publication) is required in enterprises, which manufacture goods or render services within the frames of the Government Quality Assurance process (GQA). However, according to MON's (Ministry of Defense) policy, an AQAP certificate may be demanded from suppliers rendering their services or producing for the Military. This is why it is worth implementing the AQAP system, if the company is interested in producing for and supplying the Military, in the case of willingness to acquire new contracts, or to maintain the previous deliveries for the Military. The AQAP standard will be demanded from all companies cooperating with the military more and more often.
Since the establishment of the North Atlantic Treaty Organisation, NATO countries have been supervising the quality of delivered products. It also involves systems functioning in supplying organizations. Such requirements were included in standardization documents of particular countries and were attached to signed contracts (for example: American standards - MIL-STD Military Standard, British Standard - BS or NATO publications - AQAP - Allied Quality Assurance Publication).
In 1987, when ISO 9000 standards were published, NATO countries decided to adapt these standards as a basis for NATO publications concerning quality management systems for suppliers. Basing on ISO standards' structure and requirements, new editions of AQAP were published. The 2003 amendment of AQAP is based on a model of ISO 9001:2000 standard. Since AQAP publications are mainly used as contract documents, the requirements haven't been replaced by a single document. According to the old philosophy of ISO 9000 standards of 1994, the scope of applications remains divided. All the other characteristics of a new approach to quality management according to ISO 9001:2000 have been fully applied.
In 2005, a new AQAP 2105 concerning regulations for developing quality plans was developed. In 2006 and 2009 were mode another AQAP amendments.
For monitoring quality assurance systems for suppliers, NATO countries have to comply with: STANAG 4107, edition 7 - which defines monitoring regulations for a delivery quality management system called GQA - Government Quality Assurance and introduces AQAP publications.
The main NATO objective in quality management of supplies is to implement such a system where particular countries would be able to produce and supply a safe, reliable and economical product for military purposes. In order to achieve this objective, the following quality policy has been developed which assumes that:
- all parties involved are responsible for the product quality. It refers to User, Purchaser, Supplier and GQA Supervising Staff throughout the life cycle of a product.
- the risk connected with the realization of the contract, which is the basis for a decision on conducting the process of Government Quality Assurance (GQA), is estimated and monitored. Supplier has the main role in the system. The Supplier's quality management system should be implemented in compliance with a proper contract-type AQAP.
